I really like the design of the new library by Fairway Market.
But can anyone tell me what the vertical heavy duty chain hanging from the front corner of the roof is for?
It’s attached to the ground with a carabiner type clip and runs between the cement base on the ground and the front left corner of the roof.

I wonder if it has to do with the rain gutters. Maybe water cascades down the chain?
Its a creative and artistic way to replace down-spouts. You can search "rain chains" for other examples.
