The Pine Cove Water District (PCWD) Board of Directors held its meeting last week. Directors Rose Venard and Lou Padula were absent.
The approval of the March and April financial statements were tabled to the next meeting. Director Vicki Jakubac abstains from voting on the items due to her ties to SoCal Propane. The present board members unanimously approved the March meeting minutes and the third quarter budget comparison.
The board asked General Manager Jerry Holldber why the “other income” was at 292%. The district sold the skid steer for $23,111. The newspaper reported after the district’s February meeting: “The board voted to purchase a New Holland L234 T4B-C Skid Steer Loader. Holldber stated that the district should receive $20,000 for the current skid steer if it is traded-in, bringing the purchase price down to $44,000 from $64,111.20. Tax is included in the amount. Holldber stated the district can afford to pay for the piece of equipment out of its reserves. He will try to sell the current skid steer first, hoping to get $25,000 for it.”
Operations report
Holldber reminded everyone a meeting did not occur in April.
The reimbursement of the FEMA/OES final check still has not been received by the district. The amount, according to the district, is for just over $4,000 for management fees for road repairs in 2019.
Holldber said he hopes to start services on Pine Ridge and Deer Path roads within the next few weeks. He also let the board know the county is going to chip seal (pavement surface) everything west of the highway and he is asking the county to hold off to give the district a chance to get the services tied over. The district has installed three meters so far this year.
The district started its “spring cleaning and maintenance of all facilities.” It has “finished servicing of all vehicles and equipment, plus rebuilding of three trailers and one to go.”
Holldber told the board that “after all these years I will continue to help anytime but I resigned from the Fire Safe Council.”
Public hearing
The district will hold a public hearing June 9 regarding standby fees. Resolution 554 reads: “It is hereby resolved, by the board of directors of the Pine Cove Water District, that pursuit [sic] to Section 31032.1 of the Water Code for the State of California, Water Standby Assessments for the Fiscal year 2021-2022 are imposed as follows: A) Thirty dollars ($30) per acre per year for each acre of land or portion thereof, in any single parcel, which is not served by an active metered service.”
Draft budget
The three-page draft budget for FY 2021/22 is included with the story. Holldber told the board members in attendance he has set up a meeting with Venard to go over the budget and will also have a meeting with Padula to do the same.
The expenses increased due to Holldber wanting to fund a third full-time field employee. He told the board that is why they see a big jump in salaries and see a drop in the part-time category.
